I am signing because moving the NOA to the Ministry of Climate Crisis and Civil Protection does not align with the mission of the research center. The NOA has already developed tools which are openly available and ready to use by the MCCCP, but the vast majority of research carried out at NOA is at scientific fields unrelated to the ministry. The State will benefit by ensuring an efficient operation of the fundamental and applied research of NOA, as it has been so far. It is this type of operation that has made NOA so diverse and effective. Moving this research center to a ministry with no expertise in fundamental research will create more problems than the ones intended to solve.

I tried to find international precedence for the novel idea of merging state scientific research capability with the state function of civil defence (and police), but failed.
1. Without being informed by precedence, this risky concept is ill-advised.
2. The mission statement of the General Secretariat for Civil Protection contradicts this concept by stating "Utilization of the available scientific data and information for the mobilization of the potential and the means of civil protection of the country, in view of the endangered risk of disasters".
3. Without specific and cast iron transferral of funding, or guarantee of existing funding for core scientific research in each of the fields in which NOA research is active, core scientific expertise is likely to be lost.
For these reasons, I urge caution and careful consideration of the consequences of this proposal.

NOA is a historical research center with high reputation amongst Greek and International organizations with multi-level research activities. I strongly believe that NOA should retain its current status, hence remaining under the supervision of the General Secretariat of Research and Innovation. NOA can offer its unique expertise related to weather forecasting and extreme events through Memorandum of Understanding with the Ministry of Climate Crisis and Civil Protection, rather than moving the entirety of its activities to MCCCP.
